Differences between NPC and Secondary Characters

And while I know the question with NCP was answered before in the shoutout box, this is more to explain things in deeper detail and in case we get future players, so they know what's up.^^
Now, in past RP groups I were in, things with Secondary characters were handled differently. However, with how we currently have School of Magic, that way wouldn't fully work. So it's also to explain differences from those.
That said, here are the rules for handling the two.^^
Secondary Characters
In most RP groups, a secondary characters can only be in a thread if a player also has a main character in it. However, that doesn't work here. Given some secondary characters are adults/parents to the main student characters. Plus, let's face it: If there was a meeting for just members of police, there is no way they would allow a student, teacher, or a simple shop keeper inside the meeting.^^;
So, the rule is this: If the thread says 'Anyone' or is a meeting for the group the Secondary character's job, you are allowed to have them in it without a main character. For the anyone thread that doesn't take place in the place they work at, we would like it if there were two main characters first (Rather one is by you or two separate characters). However, based on the context of the thread, you will be fine just using the secondary character without a main one.
Course, only those who have the secondary character listed can play that character. So, for an example, only I could be Ozpin in a thread. No one else can use him unless it is outright listed that the secondary characters are being shared with another player. If that is the case, then the two users can play the character in question.
NPC
For non player characters, they are ones that anyone can play as.
However, how they can be controlled is a bit different.
If the thread is taking place at a NPC character's business and is tagged to include a certain character then the two players can talk beforehand on who would control that character in the thread.
However, if it is an anyone thread, whoever brings in the NPC first will play that NPC for that thread. For, as an example, if I brought in Fenton for a hang out at the bar, I would be playing him for that thread.
