Karin (Princess Reconnect) - Secretary for the Magical Council in Lunaville. Has writing magic, where she can apply magical effects to other people if she writes it down. When she isn't helping with a council meeting, Karin is working on bills, accounting, handling documents, checking on files and more as one of the top sectaries in city hall. Calm, diligent, and kind-hearted, Karin is a hard-worker who does her best to make the council’s lives easier. Asexual, Biromantic.
Shimoda Tengoku (Heaven's Design Team) - Pauline's assistant and secretary, and the younger brother of Ueda. While only recently being hired, he is an earnest and hard-working young man who does his best to help the mayor run and take care of Lunaville. He has telepathy, which has come in handy several times during moments where he is unable to interrupt Pauline's work physically on some matters. Straight. (Note by DD: Also one of Pauline’s side characters)
Elma Jourai (Miss Kobayashi’s Dragon Maid) - A secretary at City Hall, who is often writing up the repair bills for all the damages to the town. Half-dragon, half-water spirit and can use water as pressurized missiles. Elma is usually known for her stubbornness and being persistent, especially when it comes to the work she puts into the repair bills, and making people pay them. If anybody in town breaks a building or such, they will not know peace until Elma gets them to sign the paperwork for the bill. The only way she can be thrown off a trail or just off her work in general is with food, especially sweet things. She has a massive appetite that tends to lead to her being hungry all the time. Bi.
Ueda Tengoku (Heaven’s Design Team) - Shimoda’s older sister, and a secretary at the City Hall, who usually handles the business meetings. Has super strength. More experienced than her younger brother, Ueda is a cheerful woman who usually always tries to lend a helping hand to others in the building. Tends to nonchalantly use her strength to get a point across and she is really hard to surprise. Bi.
Barbie Roberts (Barbie) - A secretary-in-training, working under Ueda to fully understand the job and get experience. Non-magic. Barbie is an intelligent, sweet, and brave young woman who tries to always have a positive attitude about things, helping out others and doing her best to make a change. Her friends and family mean the world to her, and she always tries to help them out when she can. She worries a bit about the chaos of the town affecting the mayor. Pan.
Saturn Tsuchiya (Heaven’s Design Team) - One of the oldest members of the City Hall Staff, and the grandfather-figure. Usually handles the older businesses that have been around for a long time. Has no magic. Tsuchiya is a rather laid-back and comedic old man who tends to find most modern technologies nowadays rather amusing, and is always laughing about it. Has a grandson, Kenta, who he adores and dotes on.
Jupiter Kimura (Heaven’s Design Team) - A worker at City Hall who handles the things about restaurants and the Shining Sun Cafe. Has no magic. Jupiter is passionate about food, particularly meat and he’s always trying to sneak bites and samples of food wherever he goes. Gets along with Elma on the behalf of their stomachs. Bi.
Mercury Mizushima (Heaven’s Design Team) - Member of City Hall staff, who usually handles the paperwork for the hospital and pharmacy. Has mist magic. He’s often aloof and stoic, but when it comes to showing off something he’s proud of, he tends to prioritize it to the point of letting his work suffer a little. When snapped out of this, however, Mercury is quick to make up for his lapse in judgment. Prefers things to be simple and efficient. Asexual.
Venus Kanamori (Heaven’s Design Team/Ornismon from Digimon) - Secretary for City Hall, handling the designing and remodeling aspect of businesses. Can transform into a dinosaur/bird-like creature. Venus, or Kin-chan as she likes to be called, is a woman who is very much overdramatic, especially when it comes to making things look aesthetically pleasing while still being completely functional. She’s fond of birds, and tends to worry about how they’re doing with all the chaos in town. She gets along well with Sana. Trans Female, Bi.
Pluto Meido (Heaven’s Design Team) - Secretary at City Hall, who tends to handle processing paperwork related to the hospital, or more specifically, the morgue. Has poison magic. Pluto has a fascination…or more like obsession, with everything and anything regarded as “morbid” or “creepy”. This can range from clothing, music and even to what local myths she has interest in. However, she has enough sense to not go actually looking for trouble. Demisexual.
Neptune Unabara (Heaven’s Design Team) - Secretary at City Hall, who usually handles things regarding the shelter, pet store and Aquarium. Has some merfolk as ancestors, and can breath underwater alongside his natural magic of being able to talk to animals. Despite his rather tall and masculine appearance, Neptune is one of the most gentle and soft-hearted members of the City Hall staff, and he favors cute things like small and fluffy animals, but in general, just loves animals overall. Gets along well with pet-owners and those who work with animals. Demisexual.
Mars Higuchi (Heaven’s Design Team) - A mechanic who usually handles repairs at the City Hall, as well as building anything new in the building. Has fire magic that tends to coat her equipment. Mars is arguably the hardest worker in City Hall, constantly testing the endurance and reliability of her work and making sure it won’t break on anybody at the worst time. She can fairly be aggressive, especially when things aren’t working out for her designs, but overall, she’s an opinionated and somewhat jolly woman who doesn’t mind going out for a meal or two with her co-workers. Pan.
Yami Yokota (Heaven’s Design Team) - Member of City Hall Staff, who usually handles paperwork regarding the school and it’s juvenile criminal student exchange program, the Sirius Program. Can sense the negativity of hostile ghosts and pinpoint their location. Often shown to be humble if one chooses to compliment him on his work, Yami is considered easy to get along with. Has a collection of humanely-sourced animal skeletons that he takes diligent care of and keeps under magic lock. Biromantic, Demisexual.
Daphne (Winx Club) - Bloom’s older sister, and a worker at the city hall, keeping track of historical records and such. Has light magic. A kind and loving woman, Daphne is resourceful and efficient in her work, who cares deeply for her friends and sister, and tries her best to make sure they’re safe and protected. Due to an incident that happened when she was a student that led to her being temporarily cursed, Daphne is very cautious of messing with or being around unstable magical items or artifacts, and avoids them heavily. Straight and married to Thoren.
Lawyers
Phoenix Wright (Ace Attorney Series) - A veteran defense attorney who runs the Wright Law Office. Has no magic. A man with a strong drive to ensure justice is dealt out and the innocent are safe, Phoenix is usually an easy-going man who is a loyal friend who’d risk life and career for the sake of his loved ones. He does have hidden moments of sarcasm when interacting with the colorful people of Lunaville, though, and is not above criticizing even his closest friends when it comes down to it. Has a reputation for being known to turn around a case in the court even when it seems literally impossible. Apparently really good at poker. Bi.
Miles Edgeworth (Ace Attorney Series) - Chief Prosecutor, who while on usually good terms with the rest of the town, can and will put a citizen behind bars if they have committed a serious crime. Has metal magic. Edgeworth is typically calm and level-headed, but is typically seen as a snob due to his cold, ruthless, and generally aloof nature. He has a certain lack of social skills and tact, making him somewhat insecure and awkward around others, and is often considered extremely blunt. Regardless of his exterior, Miles is a loyal companion and friend, and will go to great lengths for those close to him. Even so, he will not let his own experiences and feelings about someone prevent him from doing his job if need be. Demisexual.
Apollo Justice (Ace Attorney Series) - Phoenix’s apprentice at the law firm, and an upcoming defense attorney. Has white fire magic. Apollo is largely characterized by his seriousness and desire to build his self-confidence to become a better person and better attorney. He deals with the bizarre situations that are thrown at him by being somewhat sarcastic and critical toward others, including some of his clients. This often puts him at odds with people like some of his more light-hearted coworkers, who often tease him and make him wonder if he is being taken seriously. Nonetheless, he is a loyal and dedicated worker who devotes himself to ensuring justice is properly dealt. The bracelet on his wrist is from his mother, who gave it to him as a good-luck charm. Bi.
Athena Cykes (Ace Attorney Series) - Defense attorney, and a specialist in analytical psychology, which she studied abroad, and she often uses this to her advantage in court. Has no magic, but is highly intelligent, enough to have made her own AI stored in her necklace, named “Widget”. Athena is a cheerful, strongly emotional woman with a powerful drive to win, which can sometimes cause her to be reckless. Widget also occasionally picks up on her emotions and blurts out what she's really thinking, much to her chagrin. Often works together with Simon on cases, as he is her mentor. Pan.
Diego “Godot” Armando (Ace Attorney Series) - A senior defense lawyer and prosecutor at the office. Has smoke magic. A big hot-shot with confidence that borders on smugness, Diego or “Godot” as he’s commonly known, is usually the man calmly instigating chaos while sipping a cup of coffee. He is generally composed and collected, rarely being rattled even when at a serious disadvantage. Has a tendency to refer to women he’s close to with playful pet names as a sign of affection, though he’s willing to stop if they tell him they don’t like it. Was blinded some years ago due to an incident on a case, and was given his visor as a seeing-aid, using heat sensors to help him get around. Bi and dating Mia.
Simon Blackquill (Ace Attorney series) - Prosecutor for the law firm, and Athena’s mentor. Has feather magic. A highly disciplined and focused man, Simon has a reputation for being known as a fearsome prosecutor who can easily manipulate a courtroom to follow his lead, be it through words or implied threats. However, underneath this scary persona, Simon is a kind, lawful man who, despite his somewhat intimidating appearance, deeply cares about Athena and does his best to encourage her growth and skills as a member of the office. Asexual.
Nahyuta Sahdmadhi (Ace Attorney Series) - Prosecutor for the office, and as well as a traveling monk who helps out at the shrine on his days off. Can mentally control his beads to use as weapons or even faux-ropes. While having a calm, composed and soft demeanor usually, Nahyuta has quite the sharp tongue and can and will verbally chew out anyone who earns his ire, even his clients. Nonetheless, he is a man who does his best to ensure the truth comes out and that relatives of a criminal don’t suffer for what their family did, due to having suffered that himself as he was growing up. Some rumors say he is actually the older brother of a princess of his home country, but he never says anything about it. Pan.
Mia Fey (Ace Attorney Series) - Defense attorney, and Phoenix’s mentor before he took over the office. Can see spirits. Mia Fey can be described as clever and quick-thinking, contributing to her success as a lawyer. She’s particularly known for her bluffing tactics and determination, stubbornly trying to always find information she needs. Mia is always willing to believe in the innocence of her clients, and won’t apologize for it, even if her faith is misplaced. A diligent, hard-working woman who often acts as the mother figure of the office, she does have a hidden temper that does show up. Straight, dating Godot.
Professor Hershel Layton (Professor Layton Series) - Full-time archaeology professor at a nearby college and part-time defense attorney. Non-magic. Hershel is a calm, logical, and intelligent man with a love of puzzles and tea, often spending a sunny afternoon with a good book. He’s not often at the office, but when he is, Hershel acts as a father figure to everyone. Loyal, steadfast, and analytical, Hershelf is a self-proclaimed gentleman who’s always willing to help. Straight, was happily married once and has no plans to remarry again.
Katrielle Layton (Professor Layton Series) - Hershel’s adoptive daughter, Alfendi’s adoptive sister and a lawyer-in-training, though she’s not sure which path she wants to take. Non-magic. An eccentric but humorous young lady, with an active imagination in full employment when solving puzzles and figuring out crimes during her father’s cases. She relies largely on her "miraculous instinct" to solve mysteries and jokingly mocks investigators that rely solely on concrete evidence, causing some to attribute her successes to sheer dumb luck. She has an insatiable appetite, especially for sweets, and often compares things to them, much to other’s confusion. Initially thought she was straight, but is now working on exploring her sexuality.

Straight and married to Thoren.
Yor Forger (Spy X Family) - A secretary at City Hall, as well as security guard. Can summon knives. Yor is a stoic and often quiet woman who becomes expressive around her family, and it’s clear she loves them dearly. She often worries about her abilities as both a wife and mother, but they’re easily laid to rest should her husband or daughter reassure her. Yor was once known as an adventurer known as “Thorn Princess”, and she often took the more dangerous and darker jobs that some adventurer’s couldn’t stomach. She retired upon marrying Loid, but she continues to hone her skills to both keep in shape and to be prepared for anything that could happen. Married to Loid Forger.
Futaba Igarashi (My Senpai is Annoying) - An office worker at City Hall. Has no magic. A kind, accommodating person who does her best at work…but gets endlessly annoyed by her co-worker and friend, Takeda. Due to her small height and figure, she often gets mistaken for a child or student, which often angers her quite a bit. She hates photos being taken of her, and will definitely wrestle someone for their phone or camera if they try to take one of her anyways. While nice, Igarashi does and will not tolerate someone trying to make light of herself or her co-workers, and has been known to seem like she’s mentally sending mental killer waves to rude or inconsiderate people. Obviously has a crush on Takeda, but refuses to admit it.
Harumi Takeda (My Senpai Is Annoying) - Office worker at City Hall. Has no magic. A kind, friendly, considerate and reliable but also loud and boisterous guy, some people question how he’s still single, though he always just laughs it off. Despite his size that practically has him tower over everyone at City Hall, Takeda’s known for being a gentle giant…as well as Igarashi’s “teddy-bear”, as their co-workers like to joke. He’s not only highly friendly with Igarashi, he’s prone to ruffling her hair and teasing her whenever he can. However, Takeda takes her safety and comfort seriously, and has been known to glare or even judo-flip people who try to mess with her. Demisexual and completely ignores date offers to go bug Igarashi, so people tend to think he’s dating her.
Sharon (Spy X Family) - A clerk at city hall. Has minor crystal magic. A woman who’s usually majorly uninterested or indifferent about the things going on around her, Sharon is serious, and while she doesn’t usually get involved in other people’s drama, she is known to snap at others if they go too far or say something uncalled for, be they co-workers or just citizens of the city. She usually points out the flaws in Camilla and Millie’s reasoning for things, and is usually the brain cell in that friend group. Divorced, and not interested in dating again.
Camilla (Spy X Family) - A clerk at city-hall. Has no magic. Initially coming off as a snobbish, mean and giving off an air that practically screams she was a bully when she was younger, Camilla isn’t the friendliest person around, but Yor can attest that she’s not as mean as she seems. While not as friendly or open as the rest of the town, Camilla is still rather open-minded and willing to work with others, so long as they don’t aggravate her. A good way to get her on good side is to compliment both her and her relationship with her boyfriend. Straight, dating Dominic.

Millie (Spy X Family) - A clerk at City Hall. Has minor perfume magic. Millie’s rather lively and mischievous, often suggesting to her coworkers that they should play pranks and such, though few actually take her up on it. Nevertheless, Mille can sometimes go too far when teasing or pranking someone, but she’s more than willing to admit to her fault in the matter and apologize. She recently broke up with her boyfriend, and is looking to see if there are any guys willing to go with her for a few dates. Straight.
Dominic (Spy X Family) - A worker at city hall. Has minor telepathy magic. Despite dating Camilla, some people are often shocked to find that Dominic is almost her complete opposite in personality. Dominic is a polite and friendly man, in contrast to his girlfriend's usually brash and thorny personality. He often acts as a peacemaker between his girlfriend and people that don’t know her that all. Dominic is friends with both Yuri and Loid, and is most often the one to express concern about them outside of Yor. Straight, happily dating Camilla.
Keqing Zhou (Genshin Impact) - A Property Developer for Lunaville City Hall. Has lightning magic and is trained with a sword. Keqing is a known workaholic, while subject to pressure due to her relatively young age in the field she works in. She has a strong sense of responsibility and tenaciousness, inherited from her family…along with a strong sense of perfectionism. Keqing is skeptical about the power of spirits and deities, believing that the living beings that one can see everyday must deal with their own problems rather than always relying on other magical beings to solve them, but she still keeps an open-mind about things. If there is ever any need for property-talk, Keqing is always the best one to go to. Lesbian.
Alhaitham Sader (Genshin Impact) - A scholar who works at Lunaville City Hall, studying semiotics, linguistics and ancient runes of several cultures and magical ruins found by adventurers. Has the power to summon and control magic-crystals to attack and reflect magic. Greatly fueled by the desire to know and understand the world around him, Alhaitham values the pursuit of knowledge by both himself and others…but he greatly dislikes meaningless noises and matters that distract or get him off track from his goals. He hates getting any position of high authority, and is actually quite unambitious, to some surprise. Regardless of one’s importance in society, he treats everyone equally. Asexual.
Blueberry Pie Cookie (Cookie Run Kingdom) - A sentient cookie who works in the Lunaville City Hall Archives. Controls a “cursed” tome full of magical spells. Blueberry Pie Cookie may seem like a regular archivist to most who visit the city hall, but her co-workers know she’s been in charge of guarding and handling the more dangerous and cursed tomes, one of which she controls to keep the rest of the tomes in check. She takes her job seriously, and is constantly seen rearranging and handling the records, ensuring everything is in order. She’s particularly fond of moonlit nights, and any windows the archives have are kept spotless to let her enjoy the moonlight on the long night shift she works. Lesbian.
Gale Cumulus (Elemental) - An air elemental who works at City Hall as Wade’s boss as head of the city inspectors. Has storm magic. An elemental who has a lot of bluster, and a fluffy pink complexion. While often accommodating and willing to work with others as long as the problem is fixed in the end, Gale can be callous and quick to shut said accommodations down if she’s badgered with them endlessly, so townspeople do their best not to anger her. As Wade's boss, she expects a lot from her employees—she’s no pushover and will not hesitate to make it clear if her employees are getting involved with things they shouldn’t be. Straight, dating Fern.
Fern Grouchwood (Elemental) - A earth elemental who works in the processing department of Lunaville’s City hall and is seen there 24/7…literally. Has plant magic. Fern is an overworked, exhausted, by-the-book bureaucrat who has really grown into his job—literally. As a vine-covered earth element who almost never leaves his desk, his office is a tangle of his extensive leafy tentacles. Fern is dry, sarcastic, slow-moving and does not suffer fools. However, even during times when things go awry, and he gets set on fire, Fern does his work professionally…even if he does get a little petty at times. When off the clock, though, Fern does express a lot of excitement for things such as sports, one of which he met his girlfriend, Gale, at. Straight.

Careless, ditzy and not very careful to take care of herself, she is also a compulsive hoarder and often exceeds in drinking. However, after taking Yukichi into her home some years back and understanding his exceptional nature, her life has significantly improved. Thanks to the cat's work, she has started to follow a healthier lifestyle, drinking less and taking better care of herself. Although she may appear lazy, if she is prodded, she turns out to be an excellent employee. Straight, and people think she’s in relationship with Yukichi.
Miku Kuroda (Way of the Househusband) - A worker at city hall and Tatsu’s wife. Has minor paper magic. Miku has a very outgoing personality and is always up to trying new things. She often brings Tatsu along with her and encourages him to step out of his comfort zone. Miku is also a very hard worker, but that doesn’t stop her from having fun with coworkers and friends. When Tatsu get paranoid, she often becomes concerned but does her best to reassure him and keep him updated on how things are going, letting him know when she’s going to work and when she’s leaving. Bisexual, happily married to Tatsu.
Hanako Kabakura (Love is Hard for an Otaku!) - A worker at city hall. Has minor poison magic. Hanako is often seen as a professional, strict and hardworking woman who is often admired by her male co-workers. According to her husband, she is short-tempered, panicky and very drawn to perverted jokes. She is also easily influenced by others, according to him as well, much to her annoyance. In the past, she was admittedly often jealous and worried Taro would leave her for his preferred type of woman, as well as the fact that they often argued, but nowadays, she’s confident in his love for her. In truth, she enjoys things like watching anime and cosplaying, even modeling costumes or characters in her spare time as a professional model for games and such. Bisexual, married to Taro.
Taro Kabakura (Love is Hard for an Otaku) - A worker at city hall. Has minor ground magic. A genuine kind of man, who often is gruff and prone to getting angry quickly, Taro has the natural face of a punk, which makes the sight of his smiles all the more disarming. He always means well, though, and is the type to become embarrassed easily. When angry, his expressions definitely cause chills to run down people’s spines, especially if he hears anyone talking about his wife, and Taro was heavily prone to dark glares when he heard people talking about her when they were just dating. Nowadays, when meeting people who talked about wanting to date Hanako, he tends to get smug about being the man she chose. Straight, married to Hanako.

Sissel (Ghost Trick) - Prosecutor at the office, and part-time detective. Can use his own spirit to temporarily possess other people or animals for a short time. Sissel exhibits a cool-headed, easy-going personality. His smooth-talking demeanor belies a snarky sense of humor that often has him teasing others. Nonetheless, he is "not the type of guy" who would abandon people in need. He has a strong moral code and an innate sense of chivalry that allows him to save people's lives unconditionally. Because of this, his career choice of prosecutor is often a source of questions by others. Bi.
Matthew ‘Matt’ Murdock (Spider-Man the Animated Series) - A lawyer. Has superhuman senses. The son of an adventurer, Matt grew up learning how to fight and defend himself from his father, who wanted him to be able to keep himself safe from any dangers he might encounter. Matt became a blind as a child due to an accident, but fortunately, his other senses allowed to continue living without any other concerns then adjusting to his lack of sight. His father died on a mission while he was still young, so Matt was raised by some friends of his. After briefly leaving town as a young adult to attend a lawyer school, Matt has since returned to the Lunaville Law office and is helping to keep innocents out of jail. Demisexual.
Yanfei Chen (Genshin Impact) - Lawyer and legal advisor. Half deer-spirit, half-human with fire magic. The daughter of a spirit father and a merchant mortal mother, Yanfei grew up simply wishing for a happy life with her parents in the portside city of Liyue, Hu Tao’s hometown. Growing up, Yanfei not only memorized and wrote down all the laws of her hometown, but upon moving to Lunaville, she did the exact same with it’s laws and rules, which often causes her to be a massive help to not only her fellow lawyers, but the police, adventurers and even the Magic Council on occasion. She and Hu Tao are well-acquainted through their fathers, who are old friends, though they weren’t necessarily close as children. Nonetheless, Yanfei is aware that should Hu Tao get too deep into something related to the law, it will be her she calls. Demiromantic lesbian.

Jennifer Walters (Hulk and the Agents of Smash) - A lawyer, and the cousin of Bruce Banner. Has mutant powers similar to her cousin. Friendly, level-headed and one of the people who knows her cousin best, Jennifer works hard as a lawyer, and she’s considered a formidable opponent in the courthouse, especially if she genuinely believes in her client’s innocence. Among the craziness of Lunaville, Jennifer can usually be counted on to keep a calm disposition and always have her sights set on what she sets out to achieve…now if only her co-workers would stop getting dragged into the craziest of cases. Bisexual.
