Like the title says. The NPC council members.^^ Many of them do live away from the town, but there is always a chance they could pop up for a number of different reasons.^^ That said, here is the list so far, thanks to everyone who made suggestions so far, and feel free to let us know if you have any ideas.
Jafar (Aladdin, though, has elements of Twisted the Musical) - A council member from the nearby town and the father of Shantae. Despite his appearance, Jafar is really a kind hearted and selfless guy who just wants the best for the country and it’s people. Even acting as a father figure to younger members of the council. It was due to his selfless and actions from his hometown that caught the councils’ interest and asked him to join: Something he agreed to right away. A serious and dedicated woman, Fu Hua has done everything she can to protect her town and everyone in it, which led to her being recognized by the council. She doesn’t often appear at Lunaville, but when she does, it’s said that it must be a dire matter. Asexual Lesbian.
Yae Miko (Genshin Impact) - Head priestess of a large shrine in a far-off city for magical species, and member of the council. Can use electric magic. A veteran council member, Yae tends to stick strictly to her town and leave the “kits”, as she calls almost everyone, to their own devices. She’s been described as a chaotic force of nature that is just as quick to coddle you as she is to leave you to the wolves. She often acts at her own whim, but Yae has a sense of duty she holds strictly to as a council member, and always follows through when needed. Pan.
Alder (Pokémon) - Another veteran council member, and leader of a small village in the eastern countryside near Lunaville. Can use ground magic. Mikoto Suoh (Project K) - One of the more recent members of the Council, and leader of a small delinquent group in his homecity. Has fire magic. After all, many places in the world still have demons with farms for humans similar to the one Emma grew up in, or treat other species as slave just as the country Tanjiro and Nezuko came from. Adaman is a man who prefers action over thinking, and tends to rush in without thought of consequence. However, he is an excellent judge of character whose instincts have yet to prove him wrong. Bi, has a bit of a rivalry with his fellow clan leader, though some have noted it’s also rather like a school boy bothering a girl he has a crush on.
Irida (Pokémon Legends: Arceus) - Leader of the Pearl Clan, full of magical warriors who worship the Legendary Pokémon, Palkia, who is said to control space. However, some note this as a sign of indecision, and Adaman usually has to rile her up to get her moving. Tends to have a strong temper when pushed past a certain point. Bi, very much has a rivalry with Adaman from her point of view, but she also gets flustered if teased about him.

Straight, and seems to have an interest in Elisa Maza.
Doctor Stephen Strange (Marvel's What If) -Having formerly worked as a surgeon in Lunaville’s hospital, Stephen used to be renowned in the medical field until a car crash completely destroyed his hands, preventing him from working as a doctor. As time passed he eventually learned a new way to use magic after researching extensively through old books he had discovered in Lunaville’s library by using a magical sling that he bought. It wasn’t before long that Strange soon developed an ability to teleport through the sling and use telekinesis with two fingers. He soon sought to use these newfound powers to help others who are just like him and joined the council to advocate for people who aren’t able to use their powers well by normal means. Has an interest in his ex-girlfriend, Dr. Christine Palmer, straight.
Prof. Charles Xavier (X-Men: Evolution) - Former principal of a private-owned high school and an activist for magic users. Charles Xavier was originally from a town where magic users, anthros, and non magic users don’t get along too well, although Xavier did try his best to fight for equal rights. It still wasn’t enough as the hatred against magic users and anthros grew worse as time passed, forcing Xavier to open a school in order to protect them. The school was meant to be used as a place where students could learn to control their magic and protect people with them. Of course after a few years had gone by, things hadn’t gotten better for Anthros and magic users and he eventually decided to retire as the headmaster of his school to join the magic council in Lunaville after getting in touch with Pauline. She’s protective of allies and friends, and always does her best to honor promises she makes. Straight, not interested in dating.

By doing this, Charles hoped to use his knowledge to help build a better relationship for people of all kinds, including non magic users. Has the power to use telekinesis and telepathy.

Ember is a headstrong, fierce dragon who has slowly been working on making relations between dragons and humans better, though it’s often a struggle due to more old-fashioned countries that view dragons as dangerous threats. While she is a bit of a goofball, she still is able to recognize when something is of serious consequence and will drop everything to help. She struggles a little with human things like credits, hot sauce and generally thinks most problems should be solved with a gift that comes from the heart. Pan.
Stolas Goetia (Helluva Boss) - A half demon, half owl-anthro with teleportation and star magic. He comes from a very rich, as well as noble, demon family called the Goetias, but never quite fit in with the arrogance and “holier-than-thou” personalities most of them have, thus leading to a more excluded lifestyle from the rest of them. He genuinely cares for those who his family would consider beneath them, however, and has quite a good reputation among most people, even those who despise his family. Stolas sees everyone as an equal and tries to treat everyone with respect they deserve. Although he comes from a highly-ranked family, he has worked hard to unlearn the awful lessons his family taught him, and is quick to apologize should he unintentionally make a rude or cruel remake. Currently a single father to his daughter, Octavia. Gay.
Bat Queen (The Owl House) - An ancient and wise demon who lives within the deepest depths of the Lunaville Forest. Due to her frightening appearance, and somewhat passive jokes and claims that she will eat anyone who she finds trespassing, many people are terrified or wary of her. However, unless someone has committed a crime against her, such as harming a creature under her care or committing theft in her forest, Bat Queen often genuinely means no harm. Besides her joking threats, she is, in actuality, a very kind and generous being, even willing to part with jewels and treasures she finds in the woods to those who need it more then her, as she often has no use for them herself.

While somewhat idealistic and naive at times, Optimus is a bot who has grown and become more experienced with everyday and every new situation that occurs. While his and his family’s relationship with his adopted sibling, Loki, is often strained and tense, Thor truly and genuinely cares for Loki and only wants the best for him. While he initially didn’t want the duties of king, Thor has since come around to doing what he can as the leader of his people and is working to make it so Asgard will no longer need a ruler in the future after his reign ends. However, some years ago, she was forcibly dethorned and lost her right to rule, with Thorax, a distant relative, taking the throne and changing the Changelings for the better.
